Dispatch and pricing rules for battery storage
Battery storage entered the National Electricity System faster than its dispatch and pricing rules adapted. This line co-develops the missing protocols with the National Electricity Coordinator.
Objective
PurposeCurrent scheduling models and operating rules were designed for thermal plants, which are dispatched according to their fuel cost. A battery has no fuel cost but does have memory: what it does today constrains what it can do tomorrow. This line delivers methodological proposals to improve the dispatch and price formation of storage systems, validated with the Coordinator, and an implementation plan that separates what can be done with current modelling from what requires regulatory change.
Questions it addresses
Research- How should a unit that can charge, discharge, provide ancillary services and shift energy in time be dispatched and priced?
- Can stored energy be treated like reservoir water, with an opportunity cost calculated by the system?
- Which improvements fit within current modelling and which require regulatory change?
